Cementing Fear and Shame is the gradual process through which repeated experiences teach a person that recognizing, questioning, naming, or disclosing their experience is likely to result in humiliation, disbelief, retaliation, loss, or further harm.

Fear and shame become integrated into decision-making through repeated reinforcement, making silence appear safer than speaking.
